How can I choose filler metal for any dissimilar material welding?

A little more info would help, like materials to be welded, design code, joint detail, etc...
In general API RP 582, para 6.2 together with Annex A provides a good reference to get started with.

There are however lotsof other references on this subject, like filler metal manufacturer documentation.

First you have to identify the dissimilar metals.
B.E.

You are judged not by what you know, but by what you can do.

Mohamedhassanmido,
Please have a look at this link that suggests filler metals for similar and dissimilar materials welding: Filler metal, preheat and PWHT selection guide.
Moreover for some specific cases of dissimilar material welding you could have a look at these links:
Monel 400 (UNS N04400) to carbon steel welding
Filler metals for welding P-no:1 with P-no: 4 as per ASME IX
Dissimilar metal weld cracking in high temperature service
Dissimilar metal welding, SS to CS
