I have always been told that when designing the length of field welds, I should multiply my answer by 2 for a factor of safety. Is this true and where is it documented. Thanks.

Come back with a little more description of what length are you concerned with. Are you talking about structural welding

If you have design that is by code all the welding should be called out and the amount of weld is adequate. There is no need to add a safety factor. The additional welding can be detrimental in some cases. If you think a weld is undersized consult with Engineer in Charge with your concerns.
