Fence Post Bases

I'd like to ask any Engineers familiar with the the design of concrete fence post bases.

I have a steel palisade security fence 8' high and posts at 9' centres.

There is a British Standard or guide that shows a 18"x18"x2'7"deep pocket base is adequate in 'normal' soil conditions.

The base must rely on the passive resistance to overturning to work but I dont seem to be able to develop adequate passive resistance in my calculations.

My question is, what assumptions on calculating this resistance should be made e.g. shape of resistive pressure triangle.
