Our company has been given the opprotunity to develop a fee proposal for a fairly large project. The scope of services at this point is to develop the design criteria for the project as the local specialized firm. We do not know at this point whether or not our team will be awarded the design as well so we have been asked to keep the two separate. Does anyone have any ideas on how to properly develop a fee for the design criteria phase of the project? We have taken the approach of estimating the total anticipated man hours to develop the criteria but suspect that, from a risk management standpoint, the fee should be greater based on our company's exposure especially if we are not awarded the design in the next phase of the project.
