Fatigue applicability for welded attachment ?

Would appreciate any input on this subject ....
I am designing plate girders for an outdoor trolley system (AISC Loading Condition 4). I want to attach the walkway supports (cantilevered W-sections perpendicular to the girder) by shop-welding directly to the underside of the plate-girder's bottom flange.
Question: Is this welded walkway-connection subject to the same severe cyclic fatigue loading as the plate-girder flange? Or can I ignore the stress reversals in the girder flange and just design the welded walkway-connection based upon static loads? Thanx

Sounds like a different fatigue case, and possibly shouldn't govern the design, but this can be checked.
