Fasteners in pressure vessels

I am in the process of designing something that is known as a mud gate (dump gate). It is a quick opening in the rear of a pressure vessel. It is actuated using a hydraulic cylinder but it must be bolted shut if the vessel is transporting a dangerous good. I need a bolting system that can swing out of the way when unloading solids. I'm having difficulty finding or specifying material specs for fasteners. I'm not talking about bolts and nuts. I would like to use such things as dowel pins(asme/ansi b18.8.2), clevis pins (asme/ansi B18.8.1), and threaded rod ends. I know there are a couple of standards (i don't own them) for the dowel pins and the clevis pin. Do these standards address the material of these things? Can I use these on pressure vessels? Am I better off manufacturing these myself so I know what they are made of. I tried calling a bolt seller and he had no idea what I was talking about when I said I wanted material specs on these products. I'm really not sure how these things are handled for purchase products.
