Fastener Wedge Tensile Test Wedge Angle for fully threaded materials

In F606 under the wedge tensile area there is a note on heat treated fasteners threaded one diameter or less to under head, (example 3/4-10 x 3")
should use a in this case 6-degree wedge instead of the 10-degree.
There are obvious materials like 574 but what constitutes a heat treated fastener? is there a minimum hardness? to meet this?

I believe that intend heat treated to mean hardened, so anything that is not in the annealed or normalized condition would be heat treated.
