Fall Protection & Vehicle Barrier in the Parking Structure

Hi!

I wonder this parking structure needs any cable to protect pedestrians and vehicles from falling.
These precast concrete litewalls have small openings at the parking surface level.
Do I need to install any barrier or guard?
