Well it doesn't look surprising based on the view of the supports onto the bridge structure itself.

and the entrance says "One heavy load (19 tonnes) on the bridge"

So it looks like they knew it wasn't up to much.

Sheesh, getting a workout with Google translate today. Red sign roughly translates "one truck at a time on bridge".

Hard to see where the tie point is on the suspension cables - threaded pocket welded to lateral support beam ends?

On the assumption that the truck crossing exceeded the weight limit... It appear to be more of an administrative/regulatory failure than and engineering failure.

That said, weight limit signs aren't an especially good administrative solution to a bridge not designed for high loads... If all it takes is one inalert truck driver then there are better solutions.
