Factored load deflection

When might it be important to check factored load deflection for concrete slender walls?
 
For 2nd order effects (like P-Delta, or P-little delta) where the deflection results in moment amplification.
 
It seems the factored load deflection is used only for the moment magnification, equation 14-4. So the service load deflection is to be checked against allowable deflection limits. So for sections where Ma<Mcr Ig should be used for deflection. If Ma>Mcr a crack coefficient should be applied to Ig?
