Im looking for the specific section with the provisions for what factor of safety to be used concerning lateral soil pressure stability for excavation and shoring for reference.
 
What provisions and which safety factors? Please be more specific. Try searching the Earth Retention Engineering Forum, but post your question in only one forum.

Go on-line and search for hopefully free design manuals from sources like the US Steel Sheet Pile Design Manual, Pile Buck Sheet Pile Design Manual, AASHTO, and FHWA Geotechnical Engineering Circulars. Also, search for CALTRANS earth retaining structures manual and PennDOT's Design Manual 4 (DM-4). Manuals from AASHTO, FHWA, and various state departments of transportation have switched to LRFD design methods so there are no safety factors specified. For allowable stress design methods, you use unfactored service loads and you apply various safety factors to the materials, the tieback testing load, and to the structure's passive resistance. You should try to find a mentor who is experienced in designing AND building excavation support systems. Also ask your local railroads for their design specs for excavation support systems. Railroads love to specify safety factors.
