Is there a way to install wide (or maybe the correct term is deep) furring strips on the outside face of a CMU block wall, and then put EIFS over that, so that it looks like the upper floors are cantilevering ~12 inches? In other words, is there a way to "build out" the outside face of the CMU block wall and then put EIFS on it? Is this something that is typically done?

Light gage clip angles supporting some metal studs should do the trick.

Agreed with above. There are also some proprietary cladding clips, cascadia for example, on the market that would fit the bill too. Cascadia Clips
