External loads on standard flange

Hello,
I need to check the flange rating of standard flange to external custom loads (Dead loads and Wind loads).
I understand that I need to apply and axial load and an external moment but I don t understand which Moment to use with UG-44(b).
The combination sqrt (Mx^2+My^2) is one solution where Mx = circumferential bending Moment and My the longitudinal bending moment but in some cases is too restrictive. I didn t find evidence on the code about this point.
Does someone can help me please?
 
It would be the moment orthogonal to the torsional moment, so exactly what you wrote: sqrt (Mx^2+My^2) is one solution where Mx = circumferential bending Moment and My the longitudinal bending moment.
