This is about the recently sunken EFR of a 83 m diam tank, double deck double slope one, PDM type ; we are looking for detailed specification to rebuilt it to API 650 ; could somebody help me ?

You got me intimidated by these abbreviations "sunken EFR, PDM type", of which I'm not familiar with. I would like to help you, but please explain what are EFR, PDM standing for. Then, what do you mean by rebuilding a 83 m diameter tank, is it relocating the whole tank by segments and re-assemble on a new location?

EFR=External Floating Roof. PDM=Pittsburg DesMoines ( an old tank company swallowed up by CBI ). The pretinent data are 83M diameter, double deck, double slope. That pretty much defines the design. The small details are less important and will vary by manufacturer. Please read API 650 Appendix C for everything API has to say about external floating roofs (which is not really that much, but should be sufficient if carefully adhered to). Be sure you understand what each word, sentence and section say and mean. Become an expert! After you determine the cause of failure and take steps to make sure it does not happen again, go out for bid to three or more qualified vendors (qualified is important here!). There are lots of very good large and small companies that will do a good job. Don't necessarily pick the low bidder - pick the best company and the best product. Have fun!
