expansion tank location

I am designing a cooling water system, it has an expansion tank that according to all the standards should go on the highest point on the system, but..there is not enough space so it will have to go on the lowest point of the system (all the users will be above the tank and pumps). In order to make it work i can put inert gas to pressurize the vessel, what other considerations should I have to take to lower the tank?

It is normal to fill a closed circulation heating/cooling loop using the expansion tank. Since it is at the high point of the circuit, it serves a function of controlling the total system's inventory. You would normally have some sort of level measurement or indication at the tank, and it is essentially measuring the total inventory. How will you do these functions with a low expansion tank?

We do this often in HVAC cooling / heating water loops. Bladder-type pressurized expansion tank keeps appropriate pressure on the system, fed from pressure-controlled makeup water valve, with float-operated air relief at the very top of the system.
