Exchange Server - Inbound Messages Waiting Delivery

I'm running NT 4.0 w/Exchange 5.0 on the server and using Outlook 2002 on user terminals. All was running fine til lately. Now all the incoming messages are going to the "Inbound Messages Waiting Delivery" Queue. When I try to delete them I get an error stating that they have already been delivered (but they havent), and I cannot delete them. I've tried turning off the IMS and deleting the Queue.dat file in the \Exchsrvr\Imcdata folder but that doesnt do anything. I've looked and the messages arent in the \Exchsrvr\Imcdata\In folder either. However when I reboot the server a few of the messages in the Inbound Messages Waiting Delivery Queue go through the system (10 or so), but not all of them. Anyone have any suggestions? Thanks.
