Section VIII Div 1 vessel is already in service. No impact testing done. No available metal left from the heats used to fab that vessel.

Now we want to rerate the vessel for a lower MDMT, which would (in new construction) require impact testing.

Is there any feasible way to make this happen within code? I.e. is there any way around UG-84(i)?

A fitness for service assessment in accordance with API 579-1/ASME FFS-1 or BS 7910.

If you need material for impact testing, install a 4" nozzle. The cutout should be sufficient for testing samples.

You need to select an in-service code, not a construction code, to provide specific guidance because a re-rate you require is an alteration. I would suggest using either API 510 or the NBIC and evaluate options like API/ASME FFS-1 or other approach.
