For the design you will probably (certainly) have to meet the local codes for strength etc. But the steel grade is probably based on an international standard. There are tables available for comparison between different standards. Consult your local standards institute. It's a bit more complicated than a yield strength but not impossible. Weldability (carbon) can sometimes be an issue.
If you can document that the steel meets your specification if should not be a problem. Europe to US should not be a problem.
As for building in Europe and shipping to the US, it happens. I have been involved in a few projects where we designed and built modules i Europe that were assembled to houses in the US. So it is not something that doesn't happen.
