I am trying to write a research where I mention Eurocode 1-1-4 Cprob(4.2) formula, and exept that i like to include durst curve for average wind speeds convertion in the paper.
Does anyone know if I need permission to do so (except citation and including in bibliography) and if so who owns the copyright (who gives the permission)
Thank you in advance!

I think if you are talking about copying some figure from another publication and using it directly then you would need to see if this is allowed with the copyright holder. If simply creating your own graph of the formula (etc) then referencing the standard in the normal manner would be all that's required.
