Does that SAP2000 provide any options for the beam formulation: 1) Euler beam theory and 2) Timoshenko beam theory?

Actually no, you don't have such options in SAP2000. Shear deformations will affect flexural behaviour by default, so one could assume it's a "Timoshenko beam" by default the one in SAP.However it's NOT a Timoshenko beam, it's a different kind of theory, which coud be applied in both short and long members and be used in dynamic analysis accordingly.

From the manual:
"Biaxial bending, torsion, axial deformation, and biaxial shear are all accounted for in the beam-column formulation (Bathe and Wilson, 1976) which characterizes frame behavior."

What sap uses is in this book:

I thought same,
I reckon if the property modifiers for shear are set to zero, we might ignore the shear deformation.
For shell definitions, it's easy to include/exclude shear deformation by using two different theories.

Just zero the corresponding shear modifiers! The results will be compatible to Euler theory, ignoring shear deformations.

That's right. Reducing shear area in 2 direction significantly affects the modal properties of beam compare to reducing shear are in 3 direction.
