I need to find an acid etchant for nickel-phosphorous. I currently use a 50-50 mix of nitric acid and water plus some HF. I want a very rough surface, but need to protect a photoresist mask. Any info is appreciated.

Have you tried a mixed acids etchant (hydrochloric, nitric and acetic, as per ASTM 403, etchant #89) or hot PAN (Phosphoric/Acetic/Nitric)?
