Establishing Zones on Drawing Template - Standard

Is there a standard that state how many zones are to appear on the different engineering sheet sizes? Does it matter if the letters go on the x-axis or y-axis? Are the zones dividing the whole sheet of paper or just the drawing area?

Yes there is, it is ASME Y14.1 - Decimal Inch Drawing Sheet Size and Format.
