ESD on Pipeline Compressor Station

We have a pipeline compressor station whose emergency shutdown system is being upgraded. In this case, ESD will be either via manual pushbutton by the operator or a fire/gas alarm input. There are no process (pressure, temperature, etc) initiated ESDs.

A PHA for the ESD upgrade did not identify any SIF. Although it seems like a SIL-rated system would be required for this application, what situations would typically allow for standard duty controllers/devices to be used for an 'ESD' system?

If this is a centrifugal compressor fitted with dynamic gas seals, it is typical to initiate a compressor ESD ( trip / isolate and blowdown) on some critical failures at the dynamic gas seal - low low flow on buffer gas for example.
There may be similar scenarios for loss of containment at shaft seals at recip compressors fitted with packing.
