Error creating lock file??

I'm working on a school network and trying to create an assembly with some iparts. When I bring my iPart into the assembly it tells me that it has an error creating a lock file in a network location I don't have access to.

My question is what is this lock file?

Any thoughts on how I can fix this? I don't have network rights.
