Error after opening Catia

Anyone ever seen when after you open catia everything is fine. But if you try to do anything you get a unacessable command error?

Anything as in create a new blank part?
Have you tried the usual things, reboot and/or delete the catsettings?
I have yet to see that error.

My company runs V5 R16 SP2. We have experienced many errors since upgrading from R15.
"Click OK to Terminate" during both 3D and Drafting operations. We have also begun to receive many memory errors during drafting operations.
