Equipment Cost estimation ( for pumps installed in parallel)

Dear all,

I was given a task to review a feasibility study which is an irrigation project. The consultant used to estimate the cost of pumps to be installed as follows

C =(P*n)^0.55 *k

Where C cost of pump and motor in USD
p = nominal power of motor(kw) which is the standardized electric power
n = number of electric motor pair of poles,taken as n=3
K= 2000 according to the most recent available price for this type of pumps

Now the questions the consultant did not give any reference for this method.this study was made in 2012. Is it applicable now? Any reference to the applicability of the method or if there is any other method to estimate the equipment cost of the pump and motor?
