Equipment anchorage in grouted CMU 1

Hello,
I am in California and have a project which is to be reviewed by OSHPD. I am trying to call out the mounting of our electrical panels in an electrical room where the walls are fully grouted CMU. I was looking for a sleeve anchor, like the Hilti HLC-HX, but I can't find an OSHPD pre-approval or even an ICC-ESR number. I haven't gotten any response from Hilti so I was wondering if one of you gents knows off-hand an anchor I can use. This is for standard electrical panels, 20"wx42"hx6"dp, 250 lbs maximum with four anchor points at the corners, I imagine a 1/4" or 3/8" x 3" anchor.

As an aside: I specify the Hilti KB-TZ anchor for most of my equipment anchorage since it is tested and listed for use in cracked and uncracked concrete and meets all of OSHPD's and DSA's requirements. Is it a missapplication to specify it in grouted masonry? This application is not listed in it's ICC-ESR 1917.

I strongly recommend finding an OSHPD approved anchor. Several years ago I designed an OSHPD project and called out K series bar joists. These did not have OSHPD approval- and they considered the design procedure for the joist as irrational since the centroids of the webs and chords do not meet.

In order to satisfy them, we had to load test the bar joists on site. It's crazy- but they wouldn't budge.

I've been dealing with OSHPD for over thirty years now. They have not gotten better, they have gotten pickier, more entrenched in their "cause I said so" mentality and lack of flexibility. That is why I wan't to make sure to get something that they've already approved. I would think this is a common application, but the anchorage folks all seem to have something "similar", but not quite the same. I've fallen into that trap as well. Hopefully I'll come up with something in the next day or two.

Hilti KB-3 has ESR-1385 for Masonry.
