Entering and Tightening Clearances

Does anyone know if the entering and tightening clearances tables (i.e. 7-16 and 7-17) assume one bolt will be installed before the other?
I am looking at the graphic on page 7-82 for table 7-17 and wondering why the C1 distance is greater than the C2 distance. I am thinking that to be generic, they should be equal.
The only conclusion I can reach is that it is assumed that the horizontal bolt is placed first and therefore requires less clearance from the vertical bolt (which isn't there yet). Once the horizontal bolt is in place, the vertical bolt now needs that extra room (which is the difference between C1 and C2).

Does anyone know if this is accurate?

From what I remember off the top of my head, yes, they assume one bolt is installed before the other and thus the different clearances.

Have you checked the AISC commentary?
