Tidal energy is predictable. Underwater moving mechanisms are maintenance nightmares. This thing sweeps across a wide area, so preventing other people from using the same area. It's not cheap, but it isn't silly money for reliable power. You need a power cable back to land. I doubt there are many viable sites.

The drawback to this design is that there are very few places that have strong tidal currents and I suspect many of those places are considered environmentally sensitive.
