Engineering-Contractor report (P3A)

Assembled five OTSG Boilers (ASME Sec1) in Northern Canada Boilers are complete & hydro tested. Authorized Inspector (A.I.) has pointed out an issue with the Engineering-Contractor report (P3A). Original Engineering contractor (Brand X) was bought out by (Brand Y) and is no longer in business. Please Note: buy out was after my company started field assembly. Line 1, on the P3A Engineering-Contractor has (Brand X) Name & Address; line 8 Certificate of Compliance has (Brand Y). A.I. states this is not acceptable & (Brand Y) should contact National Board for clarification. Has anyone came across this in the past.
 
So why can't Brand Y fill out a new P-3A data report and submit to the National Board? If Brand Y purchased Brand X they are now the same company and should be able to submit a revised data report.
