Engine fuel stop power

What is engine "fuel stop power"? Can it have overload capability?
 
As an educated guess I would say it is when the throttle is at maximum opening, i.e. against the stop. It would therefore not have any overload capability because it can not open beyond the mechanical stop. A bit more context would help.

it's a diesel thing, term comes from mechanical rack w/physical stop, and yes the fuel stop is commonly higher than the engine advertised rating. This is a requirement in some marine applications, I believe (10% overload for 1 hour in 12 hours, in case of emergency).
 
I would also note that electronic engines also have "fuel stop" power settings, but they're in software vs. being a physical screw.
