Engine balancing Under balancing and over balancing

I have heard mechanics saying that in engine balancing ,Engine builders could under balance an engine or over balance an engine to in specific limits .and under balancing increases the acceleration while in over balancing the engine works best at higher rpm is it true that engine is under balanced or over balanced and what is the significance of such thing. And what are the disadvantages of doing such practices
