EN13480-3, Design of Tee

In EN13480-3 § 8.3.8 the use of Tees are restricted to d/D < 0,8 if the Tees are extruded and made from carbon steel. As almost all Tees are made by extrusion it is not possible to design a pipeline with equal Tees (d/D = 1)using EN13480.
Has anyone experienced the same problem and how have you dealt with it.
