EN 10204 - 3.1b Test Certs

Is it acceptable for a supplier to supply a 3.1b test cert just showing the cast/heat number or suitable control number traceable to the cast number or is it mandatory for the supplier to submit the original manufacturers mill certs showing the cast/heat number?
