i working on water supply project we have to construct a pond which is four meters deep two meters below ground level and two meters above NGL so we have to construct embankment two meter high which will retain 1.5 meters water soil we from excavation is of A4 category
is it possible to construct embankment 2m high from A4 soil as we are providing stone pitching from inner side with toe wall

I suggest you contact an experienced geotech engineer who has had experience designing and inspecting construction of earth dams.

A4 is lousy material for building a berm but with a flat enough slopes, sure you can make it work.
