Elimination problem in design Two dimensional turbine blade profile

hi my dear friends,

my model is a Turbine blade profile.

We have the following 7 dimensions(Considering to bellow attachment)




attention that blade angle Pass from Middle of leading and trailing
edges radius.
When designing, Why is there a extra dimension?


In other words,with these dimensions were create a Bounden form..

one of dimensions is not apply...why?..There is no way?

Now, what am I doing for designing this Turbine blade profile?
Whatever I do, will not be true.
