When an Architect is designing a new multistory apartment R-2 on a level site with accessible units on the level of exit discharge at what point (number of stories) does the IBC require an elevator to be installed ???

4 or more stories above or below a level of exit discharge. See 2012 IBC Section 1007.2.1.
