I am supposed to write a document control procedure acceptable to ASME and ISO for the control of electronic drawings and specs. Does anyone have a procedure that has been reviewed and accepted.

That can be a huge task, and what may work for some won't work for others. I am not familiar with what requirements would be necessary in a structural context, but in aerospace much has to be considered, not least is the control of customer data.
That can cost much $$$ to design and implement.

Assuming it's for a smaller organization, that's the perfect task for a RIM consultant. Staff, network capabilities, and contractual obligations all come into play as ewh suggested.
