Electrically heated tube bank cooled by water

Hey Guys, New to the forums and looking for some help on this problem.

The idea is to model a nuclear reactor fuel rods. there is a bank of 25 tubes (5x5 patter), that is charged by a 875ohm 5V power source to mimic the heat produced by the reactor. the test section is 1.014m long and is cooled by air flowing around the tubes with a mass flow rate of 0.125kg/s. i was givin an equation for the temperature of the fluid at a certain distance along the rods, but i am confused on how to determine the surface temperature of the rod at a certain distance. the air enters the bank at 25degC. the rods are 9.5mm in diameter.

any help on this would be much appreciated, let me know if you need any more information
