Electrical Work Requiring a PE Stamp

Let me ask a very basic question.
What electrical work requires a PE Stamp in most states,towns, etc.to obtain a permit? I realize that new or renovated commercal/residental buildings would apply, but what about relatively simple work like upgrading an electrical service done by an electrical contractor. Please explain the process. Thanks.
 
I am curious of the same question, (I am a new EIT). Here is an old FAQ page ('95) from a simple google search. I would generally say no to the situation about upgrading a simple electrical service; although you likely need a local building permit. Definately yes, if it is for Government work. I would pose another question about libility insurance, if you are not with an engineering firm.
