Electrical Grounding of a mooring bollard in Florida.

Is there any need/requirement to electrically ground a mooring bollard for an offshore structure? I am designing a pipe pile supported concrete cap with a mooring bollard(post) imbedded into the concrete. I notice ground wire connections to the existing structures' bollards and was not sure of the reason or need. The location is in Tampa, FL (AKA lightning capitol of the world) and for that reason I was curious. I have never needed to do this before but I was curious if anyone else has any experience in the matter. Thank you.
