Electric Duct Heater size

HI guys one question..I have a Electric Duct heater (EDH)..the capacity of the heater as per design is 0.6 KW..the flow in duct is 60 l/s. However the supplier are able to provide only 0.85 KW. What is the solution to use this duct heater?
 
can it modulate, or does it have stages?
what is the application? is it acceptable to have air overheat a bit, then cycle off to be too cool and overheat again? It is common to not always find an exact match, they don't make equipment in 1% capacity increments.

Well there is only Solid state relay controller..i will check the contract again..and revert tomorrow
 
This is for anyone asking a question, not just you, but would help if you state what your role is. if you are commissioning agent, ask the designer, if you are the designer, review what temps would be with the larger heater...
