Electric Distribution Utilily Bonding to Building Ground

What can it be said about having an electric utility be bonded to the building ground conductor for a high rise electrical distribution system? Should the electric utility be bonded to the building ground conductor or not? please advise......

Indeed, the electric utility provides electrical power to the high rise electrical system.

The electrical system withing the high rise system was build based on the NEC 2008. Please advise............

So they are already interconnected, aren't they?

So what could be the answer? You still haven't clarified what part of the utility you want to interconnect...

Yes, utility neutral must be bonded to building ground. This is required per the NEC. The NEC also describes in great detail how this is to be accomplished.
