I’m looking for a material with high elasticity (>600% elongation) that can whistand mechanical cycling (at least 100,000 cycles.) It will be used as a thin wall (1/64” - 1/32”) tube with 3/8” ID. The air pressure in the tube changes within 1-5 psi range. The tube has to be able to expend and contract in diametre by at least 500%.

For very high elasticity you will need a 100% NR based compound - probably unfilled and unplasticised but with about 2phr 6PPD. Whether or not this would give you a life of >100k cycles remains to be seen.

Are there any commercially available material with elasticity of 300-400% that has long cycling life?

I don't know. I suggest you talk to a local custom compounder.
