Ej value for welded fittings

Dear members,

ASME B31.3 Table A-1B specifies Ej (quality factors for longitudinal weld joints) for various pipes and fittings.

For welded fittings (i.e. ASTM A234-WPB), it allows Ej=1 only if they are 100% radiography examined.
However if they are not 100% radiography examined, what Ej value shall be applied?
