Eisenhower and space program ?

I had never heard (until today) that Eisenhower announced in 1955 the US's ambition to launch small satellites into space by the end of '58.

So wot happened ? No priority + no budget = no progress ??
 
Didn't the US launch Explorer 1 in January of 1958? It found evidence of the Van Allen Belts, so it was technically more interesting than just a beeping Sputnik
