Eccentric Shear Splice

When splicing webs of girders, using double splice plates and slip-critical bolt design, what effect does offset of webs have on the design? How much offset of webs can be accomodated by fill plate? Say if web thicknesses are 3/8", can there be 1" offset to be filled with fill plates?
 
What kind of forces are we looking at here. 100# - no problem - 10,000 lbs - probably a problem!!
 
Say the main beam is w14x38 (50ksi) and is being spliced to a clip angle or tab plate support of 3/8" thick. Shear load is 20k. Splice is 3-1.125" A325 DS, slip-critical, each side of splice using two 3/8" splice plates. Question is if the 1" offset from W14 web (0.31") to tab plate (3/8") is of significance and what is the maximum offset allowed and how is that to be calculated?
 
the offset creates a moment between the shear load and it's reaction. how is this moent reacted by the structure ? tension on a weld ?? (no bolts around, are there ?)
