Earthing switch and interlock between substations

I have a case of two 4,16kV switchgears (F1 and F2) and each of them is located in separate substations. One switchgear (F1) is feeding the other switchgear (F2). Upstream (F1) circuit breaker is provided with earthing switches at the cable termination to ground the cables during maintenance. There is electrical interlock to avoid closing the earth switch if its breaker is ON and block closing the circuit breaker if the earthing switch is closed. Also, there are trip and interlock signals between both breakers in both ways.
Is it also required to have an earthing switch in downstream breaker? Would it be required to have an interlock between the downstream breaker and the upstream earthing switch?
I would like to know how is this typically done.
