E-A-R Buds Headphone For OSHA Controlled Work Environments (NRR 26)???

I am looking to make a case to my employer about wearing head phones at work and this seems like a win win for everybody. It provides OSHA certified hearing protection and a regulator that only lets the volume go up to 82 Db. Can anyone point me in the right direction as far as OSHA laws are concerned? This could cause more trouble then it would prevent. If all of the workers were blasting music in their ears they wouldn't be able to hear each other and would probably not pay full attention to workplace hazards.
