Dynamic Wind Load

I am participating in the design of a non building structure that will undergo wind loading. I read the IBC but could not find any reference to some theoritical, hypothetical dynamic wind load the structure should be able to sustain, similar to what one would find for a seismic analysis.
Is my thought process wrong ? Did I not see the correct section in the building code ? Am I looking at the wrong reference book ? Thank you for any pointers.

Most building codes do not deal with a dynamic wind loading. All structural building calculations are done using a static wind load. I do not know of any references for dynamic building loading.

The IBC references ASCE 7, but this to is a static load.

What kind of structure is it?

For example, vibration in the wind becomes important with certain stacks.
 
ANNEBEI: Wind load of dynamic pressure can be calculated from the equation

q= (cd)*(.01555)*(p)*V^2
p = air density - .073 #/ft^3
V = wind speed - ft/sec

cd is the drag coeffiecient and the most difficult number to obtain. It sometimes can be obtained from codes/manuals/and other sources.

Depending on the design and the geometry wind can also cause vibrations. If you ahve ever seen film of the TACOMA NARROWS BRIDGE failure that was caused by the wind.

Yes. I just saw a movie (maybe the one you are talking about)on the Tacoma Narrows Bridge failure this past week on the History Channel (Engineering disasters). I knew of the importance of the dynamic wind loading but had not managed to put a realistic picture in my mind until I saw the movie.
